Gabriel is an experienced public policy practitioner with considerable experience in tax and trade issues in both the public and private sectors. He is currently an Associate Director at Andersen leading the customs division. He offers consultancy services in Customs, trade and public policy to private and public sector entities in the EAC and COMESA regions.
Prior to joining Andersen, he served as group head of public policy in Diageo PLC responsible for tax issues in the regional market. He initiated dialogue on harmonization of excise taxes in East African Community.
Prior to that, he served as a customs expert at the East African Community secretariat. Before joining the EAC, he was a senior manager responsible for indirect tax in PWC and Deloitte. He also served as a United Nations Inspector.
Gabriel served 19 years at the Kenya Revenue Authority (KRA) in various stations, where he acquired considerable training and experience in customs and Public Policy
During his time at KRA, He was instrumental in the negotiation of COMESA Treaty, the Treaty for establishment of the East African Community, the protocol on establishment of the East African Customs Union, AGOA and other bilateral instruments. He also served at the United Nations on a short term attachment.
His unique expertise includes public policy, excise, tax policy, tax procedures, investment incentives, tax remission regimes, tax reform, regional trade agreements, rules of origin, valuation, harmonized system, customs procedures, Common External Tariff, transit, customs bonds, duty suspension regimes cross border trade and WTO trading system
Gabriel has supported clients, local and multinational companies and agencies across a wide range of sectors including agriculture, agro-processing, manufacturing, hotel industry, government, intergovernmental, NGO and Private Sector in both the EAC and COMESA regions.
He engages governments and other stakeholders to add value to clients’ business through winning and preserving favorable legal and tax regimes. He also reviews clients’ tax procedures and advises them on the most tax efficient regimes to adopt. He helps clients to secure interventions that unlock tax refunds and tax exemptions.
Gabriel was instrumental in the development of the East African Customs Management Act, Rules of Origin and other customs instruments. He has given considerable input to the Kenyan tax jurisprudence. He has authored a book “ Introduction to Tax law ” and frequently writes commentaries on tax and regional integration.
He has offered tax and governance training to various boards of directors and is a member of the Tax Appeals Tribunal.
