FCPA Dr. Julius Muia is a finance and public policy expert with vast experience in the private sector, government, and academia. In his career, he has been an auditor, lecturer, company secretary, corporate and public finance practitioner, and a leader in policy formulation and execution.
From April 2008 to November 2022, he held various senior positions in the Government of Kenya. His first posting was CEO/Secretary of the National Economic and Social Council which coordinated the conceptualizing, formulation and completion of Vision 2030- Kenya’s long term development framework. The second posting was Director General, Vision 2030 Delivery Board where he coordinated the implementation of Vision 2030.
In 2018, Dr Muia was appointed the Principal Secretary (PS) Planning where he guided the preparation of social-economic plans at the national level under the medium- term plan III and county integrated development plans (CIDPs) as well as the planning and execution of Kenya’s national population census in 2019 using computer assisted applications.
His last posting in Government was Principal Secretary, the National Treasury (2019- 2022) where, in addition to leading the national treasury docket, he oversaw the public private partnership function, launched the Kenya credit guarantee scheme, coordinated development partner activities; provided guidance on climate finance and initiated/managed several financing and reform programmes in collaboration with Multilateral Development Agencies. During his 14 years stint in the public service, Dr Muia had many engagements with parliament, judiciary and county governments, as well as representing the country in high level bilateral and multilateral events.
Prior to joining the public service, Dr Muia worked as an auditor and business consultant with Pricewaterhouse Coopers (PwC) in Kenya and United Kingdom; finance director in the hotel industry, fast moving consumer goods industry and banking sector. Dr Muia has served on many boards since 1992, and is a champion of corporate governance.
He is also passionate about innovation and sharing knowledge and has been involved in coaching, teaching, training, and capacity building at various levels. He taught at the University of Nairobi and Strathmore Business School and served as a leadership coach/trainer with International Leadership Foundation among others. Some of the areas of training/capacity building include accounting, corporate finance, policy, strategic planning, corporate governance and leadership.
